How do you get captions on a video that doesn't have captions?

Turn default setting to on or off

From the left-hand menu, click Playback and performance. Check or uncheck Always show captions. Check or uncheck Include auto-generated captions (when available). This option turns on or off automatic captions for videos that don't have captions added.

What is accessibility caption?

Captions provide a text version of a video's spoken audio, plus a description of important sounds, synchronized with the video. Typically users can toggle captions on or off using a CC button on their media player.
