Don't have more than one primary action button on the screen at a time. Let users focus on the task at hand. You can have more actions on the page, but make sure there is only one primary. Users have expectations of what a single button on a page will do, based on the page they are on.
Should you save the button at the top or bottom?
Considering that your users will typically navigate to one category, make a change, then click Save Changes, I think placing the button at the bottom/left is best. If your users were frequently making changes across multiple categories, then you'd have a good argument for placing the button at the top.
