Up is based on pitch going up (towards bridge). One little tidbit is that going to strings closer to the floor from your chin is also going up (in pitch). So going from low, open E (6th Stg.) to say, open B (2nd Stg. ) is going up (in pitch).

Proper Finger Placement

When you fret a note, keep your finger as close to the fretwire as you can. This ensures that there is a good break angle against the fret, which results in a note that rings out cleanly. Placing your finger too far away from the fret will result in buzzing or muted notes.

What are the positions on the fretboard?

The 1st finger of your fretting hand plays any note that occurs on the first fret of any string. The 2nd finger of your fretting hand plays any note that occurs on the second fret of any string. The 3rd finger of your fretting hand plays any note that occurs on the third fret of any string.
