Can you copy UI of another app?

Yes, there is no issue in copying other similar app UI structures. I will tell you why! There is a reason why experienced designers copy their competitor's UI layouts. Due to this very foundational law in UX, It's a safe bet to go with your competitor's UI layout.

Is it illegal to copy an app layout?

Copying the source code or the code behind any page is illegal, and developers must be careful not simply to recreate and then host copied codes. Font can be copied and used in similar design layouts, but if it is not original, rather an exact copy of the original, it falls under web design plagiarism as well.

Is copying user interface illegal?

Unless you were to do something extreme like incorporate the other company's logos, duplicate some entirely unique UI element or somehow make it confusing for the consumer whether your site is owned by the same company. Using another company's logo is trademark infringement, not copyright infringement, though.
