What is the purpose of the title bar?

The title bar at the top of a window displays an application-defined icon and line of text. The text specifies the name of the application and indicates the purpose of the window. The title bar also makes it possible for the user to move the window using a mouse or other pointing device.

Can you hide the title bar?

To display only the title bar of the currently active window (other window titles will be hidden), select the Only show title bar on the active window option. To hide all title bars, select the Hide all title bars option. This overrides the individual settings and turns off all title bars for all windows.
