What is user management admin role?

User management administrator: Resets passwords, monitors service health, and manages user accounts, user groups, and service requests. The user management admin can't delete a global admin, create other admin roles, or reset passwords for billing, global, and service admins.

Can admins edit roles?

The administrator role, meanwhile, has permissions to modify and edit any content on the site, change user roles, or remove user access.

What is the minimum administrative role that will allow a user to manage user roles and role assignments in Sophos?

Super Admin

Administrators with this role have access to everything in Sophos Central. They can manage roles and role assignments. Also, they can create, edit, assign, and delete custom roles.
