How do you Prioritise user needs?

User needs that have high opportunity and are easy to deliver will be the highest priority areas to work on. After that, it will be a trade-off between the user needs that have the greater opportunity but require more delivery investment and the user needs that are easier to deliver but have lower opportunity.
