Help-text should be below the input-field. This way users only need to scan the labels and hint-text within the input-field, so less cognitive load. If these are not sufficient enough, the user can read further underneath the input-field.
What is help text in a field form?
Help Text: Text that appears as a sub-heading to the field label, but doesn't appear in the field entry area. Enter help text in the Basic tab of the field's sidebar menu. Placeholder Text: Text in the field entry area that isn't submitted if the field is left untouched by the user.
How do you add help text to a field in HTML?
Add the id attribute to the tag containing the help text. Populate the id with a unique value. Add the aria-describedby attribute to the corresponding field. Populate aria-describedby with the id value included in the help text.
