The terms and conditions are really to protect Apple from legal action against it should you be unsatisfied with the product, or if the product causes some sort of injury to befall a customer. In addition, the terms are designed to protect Apple's property from being used, or distributed, illegally.
What happens if you disagree with iPhone terms and conditions?
If you hit “disagree” while setting up an iPhone, for instance, it doesn't call up an Apple lawyer and offer you the opportunity to renegotiate the terms under which you use the iTunes Store. Instead, it simply bounces you back to the page before, and waits for you to try again.
How do you agree to the new Apple terms and conditions?
iOS (iPhone or iPad): On your device, tap Settings > Passwords & Accounts, and then tap the first iCloud account (under the Accounts section). You should see a popup asking you to accept the new terms and conditions and scroll down and tap Accept. Repeat these steps for other iCloud accounts.
