What tool you can use if you want to rotate a selection or layer?

The first way is to use the Transform tool. To do this, select the Transform tool from the toolbar, then click and drag one of the corner handles of the selection. As you do this, the selection will rotate. You can also use the keyboard shortcuts Ctrl+T (Windows) or Cmd+T (Mac) to access the Transform tool.
