What is UAC shield icon?

That shield icon is a reminder that the file requires Administrator privileges to open. It can save time for a user who does not have admin privileges.

Why does my app have a shield?

An application is having a Yellow and Blue shield with its icon simply means that whenever an user is going to open that application, User Account Control is going to acknowledge the user for permission to open that application. It might be annoying as it can decimate the look of the desktop background.

What does the little blue and yellow shield mean?

The blue and yellow shield that shows on that icon is the UAC shield that is being placed on a desktop icon if the program requires permission from the user to run for the accounts protection.
