Should tabs be headings?
For accessibility, you should add a heading in the top of the content of each tab since that would make sense in terms of HTML output. The tabs are intentionally a navigation section with anchor links and in terms of HTML output, this is how tabs in the traditional sense work.
What is heading hierarchy?
Heading hierarchy is the relationship between main headings and subheadings. The hierarchical structure shows users how topics fit together. A clear and logical heading hierarchy shows readers where to find information and how important it is.
Why are tabs used?
Use tabs to alternate between views within the same context, not to navigate to different areas. This is the single most important point, because staying in place while alternating views is the reason we have tabs in the first place.
