On your Mac, choose Apple menu > System Settings, click Accessibility in the sidebar, then click Zoom on the right. (You may need to scroll down.) Turn on Hover Text.

If you don't need the feature anymore because you understand what different items on the computer are better or the feature is more annoying than you thought it would be, you can simply go to the Apple icon > System Preferences > Accessibility > Zoom like above. Then un-check the box by Enable Hover Text.
