People with public Tweets do not have the option to approve followers. If you previously had protected Tweets, any pending follower requests will not be accepted automatically. Those people will need to follow you again.

What happens to your follow requests if you go public?
If you have pending follower requests on your private account and then you turn it public any pending follower requests you have are automatically accepted. These people will then be able to view any of the content you have posted on your account.

If your account is public: Anyone can like or comment on your photos and videos. If you want to prevent specific people from liking or commenting on your posts, you can block them. If your account is private: Only the people you've approved as followers will be able to like or comment on your photos and videos.
What happens if you cancel a follow request on Twitter?
Twitter does not send a notification when you unfollow someone. If you have requested to follow someone whose Tweets are protected, then change your mind, you can cancel to undo your follow request. (The Cancel button appears on their profile in the same place as the Follow button.)
