What is the optimal frame rate for an animated GIF (video like experience)?

Is 60fps GIF possible?

Today I learned 60fps gifs don't exist. The gif file format doesn't even support that possibility, because gifs encode an integer delay between frames which is defined as multiples of 1/100th of a second. So there are 25fps, 33.3fps, 50fps, and 100fps gifs. (and almost no browsers will render 100fps gifs properly.)
