In Microsoft Forms, open the survey, questionnaire, or other type of form for which you want to add sections. Select + Add new. Select More question types (chevron symbol). Select Section.

If you want certain people to see certain sections of your form, you can. The simplest way is by creating a multiple choice question, then setting rules for the answers. Click the three dots at the bottom-right of a multiple choice question, then click Go to section based on answer.
