Why do Dutch truck number plates have a gap in the 'zero'?

The letter O in the registration identifier As a letter and a number can't appear together in one component (there is always a dash between them), there's no real risk of mistaking an O for a zero. It reminds of putting diagonal lines through zeros. Which never seemed to spread beyond the world of coding.

Vehicle registration plates of the Netherlands are vehicle registration plates issued by the RDW (Dutch Vehicle Authority). RDW vehicle registration plates are assigned bearing the same "number" which is a sequence of characters composed of letters and digits as that is shown on the vehicle's registration document.

How do you read a Netherlands number plate?

These plates are issued in sequence 1 and 3 with 1 instead of 2 characters. The character indicates the province the license plate was issued: A=Friesland, E=Groningen/Drente, H=Overijssel, K=Noord-Holland, L=Zuid-Holland, N=Zeeland, P=Utrecht, S=Gelderland, T=Noord-Brabant and V=Limburg.
