You can make it as a UI / UX designer without knowing these tools at all. But If you know Adobe Ps and Ai well, UI tools like Sketch and Figma become easy like playing with toys. If you don't have the skills I advise you to learn them. There will be many times when you'll need them.

No! There is a decent amount of drawing involved in UX / UI Product Design. However, the purpose is to develop or communicate ideas, and that can be done very simply – meaning, it doesn't take a great deal of artistic talent.

If you're comfortable working with code, you can also convert Photoshop to HTML manually. To do this, you'll need to open your PSD file in Photoshop and then use the “Save for Web & Devices” option to export it as an HTML file.
