Yes, certainly. If you have unreasonable product owners, an agile project is vulnerable to scope creep. But if you keep product ownership reasonableness constant, an agile project is actually much less vulnerable to scope creep than a waterfall project, simply because it is built to support the need for change.

You can avoid scope creep by clearly defining a project's requirements before project initiation, ensuring all stakeholders agree on these requirements, clearly communicating the scope creep risks, creating a clear scope creep management plan and training stakeholders to execute this control plan.
