The Apply button applies the changes to the settings that have been made, but does not close the dialog box. The OK button also applies the changes to the settings, but in addition closes the dialog box. Apply is useful if you are trying out different settings and don't want to have to keep re-opening the dialog box.

What does the Apply button do?
The Apply button applies the current settings in all of the property pages to the external object, as opposed to applying only the current settings of the currently active page. By default, the Apply button is always disabled.

Listing OK last improves the flow, because the dialog box "ends" with its conclusion. Also, as with Previous/Next, you could argue that OK is the choice that moves the user forward, whereas Cancel moves the user back.

In most languages, people are accustomed to read from left side to right side, so it accords with our speech habits to put ok-key on the left side of cancel-key.
