Why do you have to dial a 1 before an area code?
Per-minute toll charges usually apply to these calls. Local toll calls may be made within your area code or to a different area code across town, in the next county or, in some cases, an adjoining state. You must dial “1” before making a local toll call, even if the area code is the same as yours.

Simply dial 1, the area code, and the number you are trying to reach. To call a phone in another country, dial 011, and then the code for the country you are calling, the area or city code, and the phone number.
